Statement on the Government’s proposal for an education and training voucher pilot

In the view of the Finnish Union of University Professors, an education and training voucher pilot is a good thing in principle, as long as it is implemented in accordance with the principles of university teaching and other activities. This means that open university education must be of the same level as education leading to a degree, regardless of whether open university education takes place in a separate unit or integrated into degree student groups as part of the faculties’ activities.

The Finnish Union of University Professors requires that the costs of the voucher pilot be fully resourced for the universities. The Union points out that a personnel impact assessment, which is currently missing, should be added to the proposal.
